Control Points are read-only until an administrator allows writing, with minimum and maximum limits for each one.

Monitoring tells you a pump should be off. Control lets you switch it off, but only with guard rails: writing is off until you allow it, values stay inside limits, and a command only counts as done when the device reports the new state.
